This report is cited by Fernandez-Gimenez and a number of others. One significant element is that it notes displacement of herders from SPAs, although the technical report--especially volume II--presents a fairly structured overview of the Mongolian "livestock production system", replete with statistical tables and graphs. The report was prepared over a year by 3 international consultants, 8 domestic consultants, and 3 Ministry staff members, using Participatory Rural Appraisal (PRA) methods.
